Near the end of 2023, The Imprint’s Michael Fitzgerald broke the story that the federal government had frozen a primary source of funding to the Court Appointed Special Advocates (CASA) national association — a nonprofit overseeing volunteer groups for foster kids — following an examination of its financial practices.
A year later, Fitzgerald revealed the national organization’s behind-the-scenes efforts to get back in good standing with the U.S. Justice Department: The group had to repay hundreds of thousands of taxpayer dollars, and address a series of financial management concerns that prompted DOJ staff to designate the group a “high-risk” grantee. Fitzgerald also examined what the evidence says about CASA volunteers’ impact on the outcomes of child welfare cases.
