States that opt into the Trump administration’s A Home for Every Child initiative can now compete for up to $3 million in federal rewards, the Administration for Children and Families (ACF) announced this month.

In December, the Administration for Children and Families (ACF) launched a significant shift in federal child welfare oversight: a pilot redesign of the Program Improvement Plan (PIP). For decades, PIPs have served as the primary mechanism for states to respond to findings from the Child and Family Services Reviews (CFSR). 

Alex Adams, who leads the Administration for Children and Families (ACF) for the Trump administration, promised a “bonfire” of deregulation at the agency, lamenting the buildup of dated material for states seeking clarity on federal policy and funding. 

The ACF has added three new leaders to the team, including a veteran legislator from the home state of the agency’s top official, Alex Adams.

Trump’s top child welfare official, Alex Adams, has identified “A Home for Every Child” as his unifying goal for the next three years.

Trump’s second term led with an effort to dramatically cut spending viewed as wasteful or unaligned with his priorities. 

The Trump administration has told at least five states to “review and, where necessary, amend” policies that require foster parents to affirm the gender identity of foster youth, documents obtained by The Imprint confirm.
