Last week, a 19-year-old with nowhere to stay in a city being ravaged by coronavirus made a desperate phone call to Trinity Place, a 10-bed shelter for LGBTQ youth on the Upper West Side. 

There’s a swing in David Hornsby’s stride as he walks up to a barber’s chair, small metal briefcase in hand. Today the 25-year-old aspiring barber sports stylish black slacks and firetruck-red hair tucked under a black baseball cap.

New York State lawmakers approved legislation this week that would allow judges to order contact between parents and children, after the court severs the parent’s rights due to child abuse or neglect.

Angelina Smith was five years old when she entered the foster care system. Like many other foster children, she was placed under the care of multiple foster parents. At the age of nine she was placed under the legal guardianship of a family friend.
