Amber Skarhus is 22 years old and disabled with cerebral palsy. She experienced foster care out of home placements and respite three times in her life. Skarhus did three and a half years in and out of juvenile detention with no crimes committed or charges. When she turned 18, Skarhus got kicked out and was homeless before finally getting her first apartment.
